The Republican governor of California Arnold Schwarzenegger says he's reached a historic agreement with the opposition Democratic Party on legislation to fight global warming. The bill would require the state's major industries to reduce their emissions of carbon dioxide and other greenhouse gases by estimated 25% by the year 2020, bringing them back to 1990 levels. Peter Bowes reports from Los Angeles.

Under new legislation which still has to be approved, the major industries in California such as utility plants and oil and gas refineries will be required to reduce their emissions of greenhouse gases which are widely believed to contribute to global warming. The plan is to achieve the reduction through an enforceable cap and mandatory reporting for top polluters like energy companies. Governor Schwarzenegger said it was a historic agreement which would make California a world leader in reducing carbon emissions. The most densely populated US state is the world's 8th biggest economy and 12th largest producer of greenhouse gas emissions.


The United Nations has accused Israel of using cluster weapons in the final phase of its conflict with Hezbollah to scatter as many as 100,000 unexploded bomblets across parts of Lebanon. The UN Emergency Relief Coordinate Jan Egeland has condemned the action. Reporting from New York, Mike Sergeant.

Cluster bombs consist of a large cannister which breaks apart to release a number of smaller bomblets over a wide area. Their uses are highly controversial as they are not precision weapons and can easily wander off target. The UN’s Emergency Relief Coordinate Jan Egeland said the use of cluster bombs in Lebanon appeared to have accelerated in the final phase of the war. Jan Egeland said that there were more than 100,000 unexploded cluster bomblets which would take between 12 and 15 months to clear. He said that the civilians would be wounded and killed by them every day. The spokeswoman for the Israeli Defense Forces said that all the weapons and ammunition used were legal under international law.

A row has broken out in Columbia after the Roman Catholic Church threatened to excommunicate the medical team that conducted the country's first legal abortion. The director of the hospital involved insisted his consciousness was clear. He said he'd given an 11-year-old girl her childhood back after she was systematically abused by her stepfather. Jeremy reports from the capital Bogotá.

An American-based organization, which fights anti-Semitism, has condemned Polish prosecutors for dropping their case against the radio commentator who accused Jews of extortion. The Anti-Defamation League ADL said the decision not to take action against the commentator DM had been disgraceful. The ADL said the Roman Catholic station for which Mr. M works Radio Maria was a major factor in the worrying rise of anti-Semitism in Poland.

The American ambassador to the UN John Bolton says the UN Security Council is expected to vote on Thursday on the resolution calling for the creation of a UN peacekeeping force in the Darfur region of western Sudan. The council spent two hours discussing changes to the draft resolution, specifying that any UN deployment would have to be approved by the Sudanese government. However, Sudan's Foreign Minister Lam Akol told the BBC that the Khartoum had not been consulted on the resolution, and therefore wouldn't accept it.

Mean the while, here's a conflict between the two parties. Then at least each side will admit a few about the assignment. The way things right now I don’t think there will be the way that the Sudan government will end in a foreseeable future we never accept the resolution that is without this contribution and without any clear references to the sovereignty of the country. But the way things now is one-sided and I don’t’ think that anyone expect the Sudan government get to endorse it.

An international team of scientists says for the first time it's observed a supernova, the final spectacular explosion of a dying star as it happens. The astronomers said the supernova blast was accompanied by an enormous burst of gamma rays, billions of times more powerful than the rays of our sun, just before the doomed star blew up.
