摘要：Fixed spectrum allocation is the major radio spectrum allocation methodology for traditional broadcasting and wireless communication services. With the proliferation of wireless communications technology in the last couple of decades, in many countries, most of the available spectrum has been allocated. This results in the radio spectrum scarcity which poses a serious problem for the future development of the wireless communications industry. In this talk, we will discuss how new technologies can be designed to overcome this challenge. In particular, multiple antenna (MIMO) systems are used to enhance the capacity (bits/sec/Hz) for heavily loaded bands such as ISM band and cognitive radio solutions are proposed to increase the spectrum utilization efficiency for under-utilized bands such as TV band. Important design concepts are illustrated using the currently being developed broadband wireless technologies, including IEEE802.11n for high throughput WiFi, and IEEE802.22 for cognitive wireless access using TV white space.



梁应敞(Ying-Chang Liang)博士简历

梁应敞(Ying-Chang Liang)博士1993年获得吉林工业大学博士学位，现为新加坡Institute for Infocomm Research (I2R，信息通信研究院)高级科学家(Senior Scientist)，及新加坡南洋理工大学与新加坡国立大学的兼职副教授，吉林大学的兼职教授，IEEE高级会员。

梁应敞博士是新加坡I2R在认知无线电与IEEE 802.22无线区域网络协同通信和标准化研究领域的首席科学家，他及他[屏蔽]的团队在IEEE 802.22标准化活动中对物理层标准、MAC层标准及信道感知方面作出了重要贡献。他的研究兴趣包括：认知无线电、动态频谱接入、宽带通信的可重构信号处理、空时无线通信、信息论、无线通信系统与网络、统计信号处理。至今，梁应敞博士已发表10多篇国内期刊论文、50多篇国际期刊论文、100多篇国际学术会议论文(其中IEEE PIMRC’2005最佳论文奖、IEEE VTC'1999 Fall最佳论文奖)，获得国际授权专利5项，合著一本。

2002年至2005年，梁应敞博士任IEEE Transactions on Wireless Communications的副编辑(Associate Editor)、IEEE Journal on Selected Areas in Communications关于“Cognitive Radio: Theory and Applications”专辑的首席客座编辑(Guest-Editor)。近10年来，梁应敞博士还以技术委员会(Technical Program Committee, TPC)委员身份参与了一些国际学术会议，他还是2001年IEEE Workshop on Statistical Signal Processing、2006年IEEE ICCS、IEEE VTC’2008-Spring的TPC主席之一，兼IEEE VTC’2008-Spring的Panel主席之一，2006年Thematic Program on Random matrix theory and its applications in statistics and wireless（新加坡）的主席之一。

1993年在吉林工业大学获得工学博士学位。
1994-1995年在清华大学自动化系做博士后研究工作
1996年在新加坡南洋理工大学电气与电子工程学院做博士后研究工作
1997年在美国马里兰大学（University of Maryland at College Park， USA）电气工程系做研究助理，从事与AT&T实验室的合作研究
1997年8月至2001年11月在新加坡国家无线通信研究中心做高级研究员
2000年9月—2000年11月以研究工程师身份到日本NTT DoCoMo公司无线实验室访问
2001年11月至2003年12月在美国Innova Solution 公司担任首席科学家
2002年11月至2003年12月，在美国斯坦福大学(Stanford University， USA) 做访问研究员（在Prof. John Cioffi的团队）
2003年12月至今，新加坡信息通信研究院(I2R)
2004年起，兼职任教于新加坡国立大学、南洋理工大学和吉林大学
