Police in Israel have recommended that the President Moshe Katsav face charges of rape, sex harassment and other offenses. A formal decision on whether to prosecute the Israeli President who denies any wrongdoing, wrests with the attorney general M.M. From Jerusalem here is Richard Mirol.

The allegations against the President have shaken the Israeli political establishment causing dismay and dissolution men among and already jaded the Israeli public. The police's investigation began after a woman working for the president said she's been coerced into having sex with him. More allegations of sexual misconduct followed mer number of other women. The police have also been looking into further allegations of illegal wire taping and fraud by Mr Katsav. He strongly denied any wrongdoing saying he is the victim of a public lynching. Moshe Katsav was elected to the ceremony of post following a gear as legislated for the right wing Likud Party. Today Mr Katsav is due to open a new session of parliament but a number of legislators have already threaten to walk out if he attends.

Voting has ended in the presidential election in Ecuador all with the first result expected within hours. There are 13 candidates including the former Economy Minister Rafael Correa and the country's richest man Alvaro Noboa who standing for the center right . Danniel Shriner reports.

9,000,000 voters of Ecuador with another 150,000 living abroad but the electional organizer has prodicted the first substantial result should be known within a couple of hours . That doesn't mean however, that the political landscape in Ecuador would be becoming clearer. To win outright one of the 13 candiadates must perceive at least 40% of the vote.If not, the top two will fight it out in the second round at the end of the November. The left economist L.C was heading the latest opinion polls followed closely by Ecuador's richest man Alvaro Noboa .

On a day of the violence across Iraq, the Prime Minister Nouri al-Maliki has mounted to dismantle the armed militias whose attacks have raised a fear of a civil war. Mr Maliki said only the Iraqi government could guarantee security for its people. The worse of the day's bloodshed was in the town of Banad where police found the bodies of 40 people believed to the victims of sectarian violence and in the northern city of Kirkuk, the scene of a recent major security sweep. A series of car bombs killed at least 10 people. Jim Mill described what happened in Kirkuk.

It seems to be many of the police who were targeted though 2 senior police among those were injured and the killed included a couple of girls they set teachers training college for women.But it was actually police or security presence behind that building that appeared to be the real target so there seemed to be a coordinate response to that very big security operation that was launched last weekend that was called off on Sunday after a 60 hours curfew during which the whole of Kirkuk was supposed to be coned by thousands of Iraqi police and soldiers with an American supporting them and declared clear of that this is a kind of bombings .

The United States has urged China to fully implement sanctions against its ally North Korea for carrying out a nuclear tested explosion a week ago. The Chinese envoy at the UN Wang Gguangya said China was not in favor of measures that could easily worsen the situation. The American Ambassador of the United Nations John Bolton said China voted for the sanctions and had an obligation to apply them .

China voted in the favor of the resolution it voted in favor of the sanctions that made clear even during our negotiations they very strongly believe there should be sanctions on nuclear and missile transactions they eventually agreed even broader sanctions. But this means China itself now has an obligation to make sure that it complies with the resolution. And it has full national authority on east side of the border to conduct any inspection it wants.

The Ugandan government and the rebel Lord Resistance Army have both acknowledged to report which says they violated the term of ceasefire agreed in August. The Ugandan Defense Minister admitted that Ugandan army troops have broken the truce by moving too close to a save haven in southern Sudan. A rebel spokesman meanwhile admitted rebel forces had left the assembly point but said they've done so because they feared attack.

The Prime Minister of Turkey Recep Tayyip Erdogan says the French President Jacques Chirac has told him he's sorry for a French bill which could make it crime to deny that Turks commited genocide against the Armenians in the First World War. The bill passed by the Lower House of the French Parliament on Thursday has got outrage in Turkey. Word of Mr Chirac's apology came as the president of the European Commission José Manuel Barroso expressed concern about what he said was the slow pace of reforms in Turkey .
