Details have emerged of the United States' new policy on outer space with the emphasis very clearly on making use of it for defense purposes. The document which was published unobtrusively by the Whitehouse earlier this month says the US has the right to deny access to space to any country or group considered hostile to its interests. Nick Miles reports from Washington.

This is the first major revision of US space policy for almost a decade and it's a forthright one, it asserts the United States is right to deny adversary'saccess to space for hostile purposes. It addresses concerns voice in a Pentagon report five years ago that technological advances would enable potential enemies to disrupt orbiting US satellites. Unclassified details of the policy published on the internet say space capability including spy on other communication satellites are essential for national security. But the Whitehouse said the policy does not call for the development or deployment of weapons in space. The Whitehouse spokesman Tony Snow said there was no shift in policy.


The security forces in Ethiopia have been accused of using excessive violence in breaking up demonstrations that followed elections there last year. The accusation is contained in a report compiled by an independent parliamentary commission. Adam Minor reports from Nairobi.
In June and November last year, people took to the streets of the Ethiopian capital Addis Ababa and other cities to protest the outcome of the elections claiming the opposition had been cheated a victory. The Ethiopian security forces put down the protests saying that 58 people including 7 policemen were killed during an attempted revolution. But the report compiled by the senior Ethiopian Judge W.Michael found that 193 people had been killed including 40 teenagers. They had been shot, beaten and strangled. The judge described the death as a massacre. He said there was no doubt that excessive force had been used.

Britain's highest court of appeal has ruled that a teenage girl from Sierra Leone is entitled to political asylum because of her fear of genital mutilation .In a judgment overruling a lower court, the House of Lords declared that X who was 15 when she arrived in Britain four years ago belong to a group of at the risk of persecution. One of five judges who decided the case said the girl was from an ethnic group where female genital mutilation was almost universal.

7 undertakers in the New York Area have admitted being part of scheme to steal body parts for use in medical transplants. Prosecutors say the seven have agreed to cooperate and many more people are expected to be charged. They were involved in a huge criminal operation in which bones, skin and other body parts were removed from corpses without the consent of relatives and sold to bio-medical companies. A number of patients is considering legal action over the tissues they received from stolen body parts in US. Their lawyers CG told the BBC of the possible dangers his clients faced.

There is a range of very very serious illnesses which may be transmitted. The risk is low, I stress, but there are also concerns that even if the illnesses aren’t transmitted that the tissue itself, be the bone or skin or whatever maybe substandard.

Four soldiers in the United States Army had to be courted marshaled for their alleged involvement in the rape and murder of a girl in Iraq and the killing of her family. The American ambassador and commander of US forces in Iraq have promised a vigorous and open investigation into the killings. It means there are to be two court marshals over the conduct of American troops in Iraq. JC reports from Washington.
The Two separate court marshal proceedings were in connections with two separate incidents allegedly involving US troops from 101 Airborne Division. Four soldiers are charged with the rape and murder of a 14 year old Iraqi girl and the killing of other members of her family in M near Baghdad in March. Two of the accused could face a death penalty. A fifth soldier the alleged ringleader has been discharged from the army because of a personality disorder he has denied four charges of murder in one of rape and faces trial in a civilian court. In a second incident four soldiers are accused of murdering three Iraqi men last May in the town of S 60 miles north of the Iraqi capital.

The Spanish foreign minister Miguel Angel Moratinos has announced that a Spanish company has dropped plans to sell 12 military transport planes to Venezuela. The aircraft was part of a deal worth more than 2 billion dollars signed last year in K but it was opposed by the United States which ruled that the American components in the planes could not be included in the deal.
