VOA’s Niclo C reports from Kinshasa, analysts are expressing some misgivings about the upcoming vote.
An analyst with the Brussels-based International Crisis Group JS says the crucial DRC election could become a winner taste of old fair and election that does not leave any role for the minority party in the parliament. “The most parliament you have guarantees for the minority that they have positions and key commissions, auditing bodies and so on, until now in parliament it seems the majority wants to dominate everything leaving the political opposition without many rights.” Both candidates, President Joseph Kabila and vice President and former rebel Jean-Pierre Bemba still relied on large private security guards that are not integrated into the army. After first-round results announced in August supporters of the two candidates clashed leaving dozens dead in Kinshasa, neither candidate has taken to the campaign trail citing security concerns. Vice President Bemba has said that if he loses in a transparent election he will go into a peaceful opposition but Mr. Kabila has not said anything. NC VOA news Kinshasa.

Observers hoped the talks will lead to a cessation of fighting between the rebels and the government. VOA’s PN has more from New Delhi.
The Sri Lankan government two months ago cut off a key highway linking the predominated Tamil Jeffina Peninsula with the rest of the country. The Tamil Tiger say people living on the Peninsula and Sri Lanka’s far north are facing food shortages as a result. A rebel spokesman warned Friday that the government does not agree during upcoming peace talks in Geneva to reopen the highway there will be no further talks. The two sides are due to start two days of negotiation on Saturday, the goal of talks is to save a ceasefire signed by the two sides in 2002 and prevent it return to all out civil war. Observers hope the talks will lead to a renewed commitment to the ceasefire. But given the ongoing wave of violence and the failure previous rounds of talks to end it few people are optimistic. The group Human Rights Watch says the priority now is not achieving peace but merely medicating the impact of fighting on Sri Lanka’s civilian population. PN VOA news New Delhi.
