President Bush has met one of Iraq's major power brokers and told him the United States is not satisfied with the pace of progress to bring up a change in his country. Mr. Bush spoke for more than an hour at the White House with Abdul-Aziz al-Hakim, a Shiite cleric who heads the largest party in the Iraqi parliament. Mr. Bush said the two had talks about the need to give the government of Iraq more capability as soon as possible so that it could secure the country from extremists and murders. The American ambassador to the United Nations John Bolton has announced that he will leave his post in the next few days. The British Prime Minister Tony Blair says his government intends to maintain Britain's nuclear arsenal by constructing a new generation of submarines to carry its trident missiles. Mr. Blair said the estimate cost of three new submarines will be at least 30 billion dollars. He told parliament it will be dangerous and unwise for Britain to give up its nuclear deterrent unilaterally.

"We can not be certain in the decade ahead that the major nuclear threat to our strategic interest will not emerge.
