With the success of the offensive, Bin Laden begins to cement his relationship with the Taliban, and with their leader, Mullah Omar. There are eyewitness accounts in 1997 in Kandahar of Bin Laden appearing in public with Omar.

He would attend Friday Prayers where Mullah Omar might be present. He would make a speech celebrating Mullah Omar as a great leader of Afghanistan. He seemed to be trying to ingratiate himself with the Taliban and certainly by the end of 1997 he had succeeded in doing so.

The United States is slow to identify Osama Bin Laden as the author of a growing number of terrorist attacks around the world. But by 1997, Washington wants the Taliban to give him up. The US is not interested in what is happening in Afghanistan. It just wants Bin Laden.

Our policy at that time was get Bin Laden, one person. It was not to change the strategic, political situation in Afghanistan in the region. We should have realized that our policy during the two Clinton administrations and the first part of the Bush administration was not working.

The Taliban and Al-Qaeda are of the same mind about the world and about Islam. They share a sense that the Islamic world is under attack from the West, that they are fighting a holy war to protect Islam.

From his new base in the Taliban's Afghanistan, Osama hits two US embassies in Africa in the summer of 1998. More than 200 died in Al-Qaeda's most spectacular attack to that date.
