应该是小奴隶的意思吧。我的理解是they利用这些可怜人的让他们的女儿（姑娘）摆脱they的控制的需要而几乎不花费什么使这些小女孩成为they的小奴隶。

同意1楼的缩句和2楼的they 指的the poor people.
也许the poor people 想让他们女人快点离开.. 因为女儿出嫁时候要给钱.. i guess. 所以被they利用了..
