Secrecy may turn into the black market. A black market with struggling here to the Pakistan city, it is Lamabad. There was an international network of rook scientists and businessmen selling nuclear secrets to anyone interested. Its boss was this man, a nuclear scientist called Doctor A. Q. Con.

Con used to be head of Pakistan’s nuclear program. His government told the world it was just for nuclear energy. But in 1998, this happened. It’s first underground nuclear test. The truth was out. The world wide didn’t know that Con’s network was selling the same technology to other regimes.

In Libya, the network sold plans and nuclear equipment to Colonel Kaddafi. He claimed it was for energy. The agency was suspicious. Finally under international pressure Kaddafi surrendered his entire nuclear program to the Americans two years ago. Con was also selling to North Korea. Again, it was under American sanctions and so it had gone underground to quieter technology. Two years ago, it announced it’d developed a nuclear weapon. Then, it was Iran. The Con network sold them nuclear secrets and equipment for several years

I don’t think that with the help of the network Iran would be so advanced today. They would stay in the…maybe theoretical or R&D project but they wouldn’t have the heart…they would still have long time in front of them before coming to where they stand today

For his illegal proliferation, Pakistan didn’t put Con on trial. He was simply made to apologize.

I have to choose to appear before you to offer my deepest regrets and unqualified apologies to a traumatized nation. And it can’t offer the activities which were based in good fate, but on illicit judgment related to unauthorized proliferation activities

I don’t think that with the help of the network Iran would be so advanced today.
